Devolution: People come first

AT the core of ongoing reforms by the new dispensation is an issue that has yet to be fully understood.

The issue revolves around how the majority will play an active role in the devolved provinces.

It is an issue about how development will be translated into tangibles across the country’s 10 provinces, with the people at the centre of the numerous activities that will be taking place in those respective provinces.

There is more.

People will, under these models, have increased access to their resources.

They will have undiluted access and control of their land.

They will be in a position to make a determination on the developmental trajectory they would want their provinces to take.

It is called inclusivity.

And inclusivity growth and development means that no one is left behind.

This is why the reforms need to be explained and unpacked in detail.

The reforms are designed in such a way that it is the general populace that will ultimately benefit, never mind the pain and discomfort of austerity measures at the moment.

They are the pathway to greatness.

So, what is it exactly that the Second Republic is doing in order to move the country forward?

How is the ordinary man and woman involved in this thrust?

How and when will they begin to enjoy the benefits of those reforms?

Devolution is not only a paper concept that will bear fruits in the near future.

It is meant to decentralise power and authority while at the same time ensuring people in their respective provinces are the ultimate beneficiaries of their resources.

This devolution concept has been implemented before, with spectacular results.

China is a classic example where that model has been crafted and implemented.

Today is a success story the world is looking at with awe.

Zimbabwe is on the same trajectory.

It has the resources.

It has the land.

It has the climate.

It has the human resource base.

It has the capacity.

And with all those ingredients at its disposal, the country can easily become a global economic force to reckon with.

The country can make full and good use of its abundant resources, especially minerals, to give hope and meaning to the livelihoods of many.

The country can also maximize on its land productivity by increasing irrigation capacity, among other issues.

There are many opportunities that can, and will, accrue from devolution.

Manufacturing of goods and products can be decentralised to all the provinces.

That means harmonisation of local skills and creation of jobs will be the immediate benefit from the thrust.

It will also mean increased business activity in the provinces and across the country.

Services will also be provided in the provinces, meaning revival of such sectors like tourism, among others.

So, we have a good start on that issue.

In its 2019 National Budget, Government availed 

US$310 million, which translates to US$31 million per province.

Other resources will be generated through the two percent tax regime.

Let us build our country as a united people. together we can, and we will, make it!
